同心同行抗击疫情

当前，新冠肺炎疫情已成为国际社会共同关注的问题。2020年1月30日，世界卫生组织宣布新冠肺炎疫情为 “国际关注的突发公共卫生事件”。中国政府举全国之力开展疫情防控和感染者救治工作。研究人员通过比较动物和患者感染新冠病毒的基因以及其他发现，提出某些野生动物（如穿山甲或蝙蝠等）可能是病毒的潜在来源。

我所在的保护国际基金会是一家从事环境保护的国际机构，成立于1987年，30多年来致力于通过科学及政策创新。通过全球30多个办事处与当地政府、社区及企业合作，保护大自然。在疫情爆发后，保护国际基金会第一时间采取防范措施，保护员工；同时发挥在环境方面的保护作用，积极响应环保举措。同事遍布全球各地，同心共济，抗击疫情，协助防控病毒传播。

提前防范，保护员工。

在世界卫生组织定级中国疫情之前，保护国际基金会已经对疫情风险作了适时评估，并启动全球危机管理机制，及早向全球同事发布疫情信息、建议和防范举措，以保护同事及其家人免受病毒的感染。针对近期有海外差旅计划的同事，全球安全主管告知旅行限制及相关信息，比如在抵达时被隔离和回程航班延误的可能性，及早避免了各方面的损失，把可能被感染的风险降为零。

2020年1月24日，全球安全主管向同事们发布公告，题为“冠状病毒-保持警惕，但不要害怕”，说明疫情爆发情况并提供应对建议。2020年2月4日，全球安全主管再次发布冠状病毒更新的公告，说明疫情的最新情况以及为保护同事及其家人，防止病毒传播而采取的措施。全球安全主管作为安全防护的第一联系人，随时与同事保持安全防护的沟通。 随着疫情在全球范围的蔓延，全球安全主管开设疫情防控的专页专栏，向全球同事更新疫情动态以及应对防护措施。管理层召开全体员工网络会议，明确保护员工的防范措施。技术部门加强网络运营，保障员工远程办公的效率。

保护国际基金会把安全防护机制作为日常运营管理的一部分，有效地保护了同事及其家属，协助防止病毒的传播。

环保行动，建言献策。

为更好保护野生动物，维护公共安全和生态安全，2月24日，全国人大常委会通过了关于全面禁止非法野生动物交易、革除滥食野生动物陋习、切实保障人民群众生命健康安全的决定。全国人大常委会法工委已经部署启动野生动物保护法的修改工作，拟将修改野生动物保护法增加列入常委会今年的立法工作计划。

保护国际基金会相关同事积极为野生动物保护法的修改建言献策，其中包括扩大野生动物的保护范围、增强监管执法力度以及提高公众保护防范意识等。 保护国际基金会将与相关部门保持密切沟通，协助相关部门借鉴国际野生动物保护的经验措施等，并继续提供科学技术支持及政策建议。

保护国家基金会致力与中国政府、专家和其他各相关方的合作，加强公共安全防护，促进自然与社会的和谐发展。保护国际基金会作为一家国际环保机构，同事们虽然天各一方，但大家同心共济。抗击疫情,我们一直在行动!

CI Work Togetherin Anti- COVID-19

The COVID-19 virus(also known as “novel coronavirus”)has become a universal concern for the international community. On Jan 30, 2020, the World Health Organization (WHO) declared COVID-19 a “public health emergency of international concern.” The Government of China has mobilized a nationwide effort to contain the virus and treat those who are infected. Researchers have identified the possibility that certain wild animals (e.g. the pangolin or bat) could be the potential source of COVID-19. They reached this conclusion through the genetic comparison of coronaviruses taken from the animals and from humans infected in the outbreak, as well as other findings.

Conservation International Foundation (CI), established in 1987, has been committed to conserving critical ecosystems worldwide for more than 30 years. We work to protect nature through science and policy innovation, in partnership with government, local communities and the private sector. Conservation International responded to the public health emergency within a short time and hastaken measures to protect staff and their families, and to help prevent the spread of the virus in China and other areas.Meanwhile, Conservation International has supported the Chinese government in its environmental protection initiatives. CI staff all over the world are working together in in the wake of the COVID-19 pandemic.

Take measures in advance to protect staff

Before WHO declared COVID-19 a “public health emergency of international concern,” Conservation Internationalassessed the risk, and started the CI Global Crisis Management mechanism. Critical information and assessments have been shared with CI leadership and the Global Crisis Management, and organization-wide messages have been shared to reassure and inform global staff. The Conservation Internationals global director of safety and security worked with staff who had plans to travel soon, sharing travel restrictions and other information, including the possibilities of being placed in quarantine upon arrival and having return flights delayed. Thanks to these prompt measures, all the traveling staff were informed and on the same page, and as part of the director of safety and security’s recommendations, many travel plans were cancelled.

On January 24, 2020, the Conservation International global director of safety and security posted a message in the internal Conservation International system for all staff with the subject line “Coronavirus – Be alert, but don’t be afraid.” This message illuminated the outbreak situation and advised staff on best practices for health and safety.On February 4, 2020, the director posted a message in the internal system, again for all staff, with the subject line “Coronavirus Update,” which provided updates on the situation and the measures being taken to protect CI staff and their families, and help to prevent the spread of the virus. Conservation International’s global director of safety and security has reiterated his availability to all staff regarding concerns about the virus, as well as any other safety and security concerns.

Amid the global spread of the epidemic,Conservation International’s global director of safety and security has set a special column on epidemic prevention to update staff on the situation and the protection measures being taken around the world. Conservation International management convened a virtual all-staff meeting and sent emails to state clearly the preventive measures in place to protect staff. Conservation International’s technical staff continue to strengthen the network operation to ensure the efficiency of the staff's remote work. The measures are to give CI staff the utmost confidence in how the organization and its leadership are supporting them.

Conservation International’s safety and security mechanism, as part of CI’s general operations management, effectively and efficiently protect staff and their families while helping to prevent the spread of the virus.

Policy advice to protect environment

The Standing Committee of the 13th National People's Congress (NPC), China's top legislature, made the decision on February 24, 2020 to ban the illegal trade in wildlife and to eliminate the consumption of wild animals — so as to guarantee people's safety and health. In addition, the NPC Standing Committee plans to amend the Wild Animal Protection Law, adding it to its legislative work plan this year.

Conservation International worked actively on the policy advisory on related biodiversity and biosecurity with relevant authorities, including recommendations to expand the scope of protected wildlife, to strengthen the enforcement measures and to improve the public awareness. Conservation International keeps in close communication with relevant authorities and continues to provide scientific and technological support and policy advice.
